英语中there be 句型的问题

这里的there is 的作用是什么? there is much that can be done to help这个句子可改为we can be much done to help吗？

其次there is much是不让realise引导的从句中的主语太累赘，所以又在从句中缀入了个从句。如果要改只能改成：……realise that we can do much to help（虽然很怪）追问
