gbk编码网页接收的url变量中包含utf8格式的汉字编码，如何判断是utf-8格式并转换成gbk格式

asp网页gbk编码，url中包含汉字，在自己的网站链接没有问题，当在utf-8格式的网页中做链接（链接中包含中文汉字），用谷歌浏览器、360浏览器等（除ie）都会出现因编码问题引起的网页错误，就是因为url中汉字编码不同，我尝试用网上流传的UTF2GB(UTFStr)函数，将url中的变量转换，但是不行，好像是在转换之前就已经被截断或自动转换了，总之就是乱码。求高手指点。

你这个编码不一致,肯定会出现乱码的,没办法
