用法解读："Whether or not"除了可以表示“是否”之意，还可以引导让步状语从句，表示“不管是否??”。

whether or not的读音：英 [ˈweðə(r) ɔː(r) nɒt]   美 [ˈweðər ɔːr nɑːt]

但在下列几种情况下,不可用if 代替whether。

1)当whether 与or not连成词组时。

I don't know whether or not they will come for our help.

我不知道他们是否来帮助我们。

2)whether 用在不定式前面时。

She hasn't decided whether to go or not.

她还没有决定去还是不去。

3)whether引导的从句放在句首时。Whether this is true or not,I can't say.

whether单独使用：
1.whether能或不能
2.whether喜欢或不喜欢
正确来说，whether在这个用法的时候就已经包括了or not的意思了。
比如：
1.whether you can go or (cannot) go.你是否能去
2.whether you like or (don't) like.你是否喜欢
就一正一反/一好一坏。

而whether or not：
简单来说，就是只用一个can罢了，后面不需要用cannot等等。
打个比方：
1.whether you like it or not.你是否喜欢
2.whether you can go or not.你是否能去
就一样东西罢了，不像whether单用时需要拿两个词来对比。
