不一样。
因为it is + n +that主语从句，that引导的是主语从句，如：
It is a pity that you can't go with us。很可惜你不能和我们一起去。
而强调句型It is ...that，去掉该结构句子仍然成立。如：
It is in Dalian that he lives.(强调in Dalian)
去掉It is....that,则是：In dalian he lives.或：He lives in Dalian.
但如果It is a pity that you can't go with us.去掉it is ...that句子则成了a pity you can't go with us，显然不成立，

翻译起来，主语从句可翻译为对于什么是怎么样的，强调句不用这么翻译。
it引导的主语从句跟it引导的强调句有什么区别 如：It's impossible for him to work out such a difficult problem. （it引导主语从句） It's Tom who/that broke the window. (it引导强调句） 有个很容易的辨别方法：如果把it和that/who去掉，句子还完整通顺，就是强调句，如第二句Tom broke the window。很通顺，是强调句。而第一句去掉it和that后句子就不通了，所以不是强调句。
