Each shipment from China should be no less than 5000 tons, or we can not afford the Freight.
The lowest price we can give is to cut 1 dollar down to the final price.
Whether or not to use the pallet/tray depends on your request. there's no need to use it for bulk goods, but it will be necessary if the goods being packed and the price will be higher for packaging.

Shippment from China should not be less than 5000mt each time, otherwise the freight will be too high.
The bottom price could just be 1 dollar lower.
It's up to you to choose whether or not to use pallet. If the cargo is in bulk than you may not use pallet. If the cargo is in bags, than you should use pallet and the charge is quite high.

2. The final bottom price can only be reduced by one dollar.
3. To use the pallets or not depends on your requirement. Pallets are not needed for bulk goods, but they are needed for bagged goods and it will cost much more.
