立场文件（Position Paper）培训资料
立场文件是某国对于某议题在特定历史条件下所做出的特定立场报告。其功能包括：立场文件也是各国在“正式辩论”时的重要发言参考；有利于确定利益集团归属，也是各国间协商，合作的重要参考。

写作要求：
l 建议首段概要简述与本国有关的该一议题的历史现状与趋势。
l 建议第二部分重点阐述 a.联合国，所代表国家曾经参与或组织的行动，通过的决议以及重要发言; b.所代表国家的基本立场，所拥有的基本政策，正在进展的措施,具体案例。
l 建议第三部分重点阐述你对次提议的理解，举例大致解决措施。（重点）
l 建议最后一部分进行呼吁和展望。（这一段可有可无）

注意事项：
1. 在内容上不要过于繁琐复杂，尤其是解决措施。但是注意在介绍所代表国家曾经参与或组织的行动，通过的决议以及重要发言时，应尽量写出具体事件的时间，地点以及决议名称。
2. 用词简练，正式，尽量运用外交辞令（详细见附表）,尽量避免词汇的重复使用以及and， but, think等不正式的词汇大量出现。PS.发言过程中尽量使用此类正式词汇。
3. 文章结构清晰，条例分明（见写作要求）
4. 用脚注注明所引用的材料资源（见Handbook范文）
5. 正式发言可以参考立场文件，但要随着会议的进程实时修改
6. 在写作过程中，代表应该学会运用BG中的细节资料以及已经搜集到的资料进行拼凑构成第一部分和第二部分的大致内容
7. 格式要求会因为不同地域，不同委员会而改变。本委员会的格式要求见Handbook
附表：
