1.第一题 原文是So precious the time is that we can not afford to waste it.是个倒装句。语意是：时间是如此宝贵，以致我们浪费不起。can是是情态动词，根据语意是否定的，故后用not afford 。 afford to do是固定短语，是“支付得起做...”。
2.第二题 its time+S+过去式 是虚拟语气的用法。its time ( that)...是固定句型，语意“是该做...的时间到了”。“S”指的是从句中的主语，从句中的谓语用一般过去式或是should do.如：It's time we studied/should study hard.
3.there is no one but...中but 的意思是“除了”，因此整个句子的语意是“除了...没有人”或 “只有...”。
4.pay off有两个意思，一表示“还清...”二是表示“奏效，顺利成功”。这个句子不是固定句型，应该是个未完的例句。
5.on a regular basis意思是“定期地；经常地 ”。
6.bring ...home to…意思是“使某人了解”。如：You must bring the difficulty home to John.

1.这句子应该抄错了，原文可能是：So precious the time is that we can not afford to waste it.（时间是如此宝贵，以致我们浪费不起。）can是情态动词，后面不能加to，因此你的第一个to应该去掉。这里afford的用法是can not afford to do someting.
